Tripartite negotiations between governments, unions and employers have re-emerged in Western Europe since the 1980s despite a widespread decline in union membership. Although these negotiations on wages, welfare and labour market reform were partly driven by economic circumstances, this paper argues they were also strongly influenced by electoral competition between political parties.
