Research activities
Sectoral trajectory reports
Each partner will produce reports on restructuring in each sector. These reports will contain:
- Background to the sector
- Outline of the types of restructuring taking place in the sector
- Outline of the main forms of social dialogue in the sector
- Outline of health risk management in the sector
- Highlight good practices in health risk management and restructuring in the sector
These reports will be discussed at National and International Advisory Workshops which bring together a range of experts and social partners.
Case studies
National case studies will:
- Describe the background and issues, including the problems that responsible decision-makers were trying to address, and focusing on the experience and awareness of restructuring and of policies on health in restructuring;
- Collate information on the national practices concerning anticipation, preparation and implementation of the restructuring including the role of social dialogue, and how key actors ‘framed’ the problem;
- Present the nature of the intervention that was implemented and who was affected;
- Probe the extent of local involvement of employees and employee representatives in this social dialogue, and the extent to which line managers and representatives are equipped and trained to deal with health in restructuring;
- Consider the extent of innovation present in the restructuring and the extent of health support offered.
The case studies will provide a timetable of the change process and offer analysis of the impact of social dialogue. They will examine how the stakeholders were trained for, and then anticipated, tackled and managed the restructuring and transition processes. They will also indicate how far the cases were unique, and how far the results might be generalised and transferred to other parts of the national public sector or internationally.
