My dissertation examined the decentralisation of collective bargaining under the Single Status local government national agreement.


Background / Career

David has over 13 years experience of working full-time within the UK trade union movement, within both public and private sectors, where he has held a variety of senior positions including researcher, senior adviser, speech writer, negotiator and national policy adviser.

Following a period being a shop steward in local government, David’s first full-time trade union position was with Unison, the public services union, where he focused regionally on members within local government and health. David then moved on to the Graphical, Paper and Media Union focusing on print, paper and packaging where as the union Industrial and Economic Adviser. This work focused on research to support the union’s policies, working with Members of Parliament on campaigns, producing national wage claims and speech writing. He then went on to become the union’s Vocational Training Adviser, working to ensure greater employee voice in decision making around training. .

Through union mergers he joined Amicus and then subsequently Unite the Union, where he worked until March 2008. Within Unite, the UK’s largest trade union covering the majority of sectors across the UK economy, he worked as the union’s National Training Adviser focusing on promoting dialogue between unions and employers over training and education and he held a number of positions on European trade union bodies, including the European Metalworkers Federation. He was also the union’s expert on information and consultation and represented the union in claims to the Central Arbitration Committee.

Research interests and expertise

David’s interests are in restructuring, skills, trade unions and social dialogue.

Project overview

  • Restructuring within local government - CEMR and EPSU
    Supported this project by writing and researching

  • Outsourcing within construction, automotive and local government
    Provided research papers and co-ordinated UK workshop

  • Restructuring within the European electricity industry
    Wrote a toolkit for the social partners Eurelectric, EPSU and EMCEF

  • Participated and helped co-ordinate workshops for trade union representatives across Europe on European Works Councils

  • International Skills Conference (London).
    Co-ordinated the conference and provided presentations which examined the nature of training and education across a number of EU states and the roles of the social partners

  • Co-ordinated and oversaw a two-year UK government funded project, within the print industry, which trialled a voluntary training levy

  • Co-ordinated and lead a campaign across the UK, as part of a wider pan-European campaign promoting vocational training within the metal sectors
